Issue of project hours allocation on Olivia

To be clear: there was, and is, no problem with the allocations on Olivia.

It was just that the “cost” command didn’t show the quotas, because we forgot to update it when we upgraded the underlying quota handling system.

This has been fixed now, and “cost” again shows the quotas.

It appears that several projects have not received their allocation on Olivia. We will let you know when this is fixed. We apologize for the inconvenience.
